The corridor's newest big resort, built for big groups

Windsor Island is what Pulte built after watching two decades of Disney-corridor resorts: an 8-acre water-park-style amenity campus (the Aloha Clubhouse), a lineup that runs from 5-bedroom townhomes to 10-bedroom villas — all with private heated screened pools — and one all-inclusive HOA bill. Pulte has sold out, so it's now a resale-only community.

Newest major resort in the corridor

Built 2020–2023, with the Aloha Clubhouse opening in late 2021. Roofs, ACs, pool equipment, and appliances are years newer than mid-2000s resorts like Windsor Hills — meaningfully lower near-term capex risk for buyers.

The big-home specialist

5BR/4BA townhomes (~2,283–2,496 sq ft) up to 10BR/8BA single-family villas (~4,399 sq ft), every home with a private heated screened pool. This is the corridor's purpose-built product for the large-group and multi-family segment.

A lighter CDD than its rivals

The Sandmine Road CDD runs about $1,227–$2,374 a year by product — real money, but below ChampionsGate's roughly $3,000 and Solterra's $2,500–$4,000 CDD bills.

The honest trade-offs

It's roughly 9–10 miles to the Disney gates — Windsor Hills is 2–3 — and the resort runs a strict enforcement culture: Proptia guest pre-registration, hard parking caps, and towing. Great for order; it demands a buttoned-up check-in process.

Straight talk: no data vendor publishes a Windsor-Island-only dataset, so everything here is a Davenport-market proxy — and that blend mixes small condos with 10-bedroom villas, so it understates what a large, well-run Windsor Island home does. Read the ranges accordingly.

Taxes & Licensing

The paperwork side, made simple

Windsor Island sits in unincorporated Polk County — no city short-term rental license applies. Renting short-term is fully legal; you just need the right registrations. Our sister company handles all of this for owners.

Airbnb collects and remits all three layers for you on Airbnb bookings in Polk County. TDT applies to the total rental price including cleaning fees. We file these monthly for our owners.

Know Before You Buy

The honest section

Every community has trade-offs. These are the ones buyers should price in — and sellers should be ready to talk about.

Dues have climbed ~40% since presale

Buyers in 2020–21 were quoted $390–$410 a month; 2026 estimates put dues around $550–$600 — and the association publishes no official schedule. Don't underwrite off an old listing sheet: confirm the current figure for the specific home with the association before you offer.

The CDD is a second, non-negotiable bill

The Sandmine Road CDD adds an official $1,227–$2,374 a year on the Polk County tax bill (townhome → 50' home), funding bond debt from three series issued 2020–2022. O&M was held flat FY2024→FY2025 — a good sign — but the debt-service portion runs for the life of the bonds. Per-lot payoff quotes come from the district manager (GMS, 407-841-5524).

Parking and towing enforcement is aggressive

Hard vehicle caps that include visitors (5 for 50' homes, 4 for 40' homes, 3 for townhomes), no RVs, and guest reports of overnight tows without notice — including for a partial tire on grass. Put the parking rules in your listing and your check-in message, every time.

Gate friction is real at peak times

Every guest and driver must be pre-registered in the Proptia system, with physical photo ID for everyone 18+, or they're turned away. Guest reviews report 30–45 minute gate backups at peak check-in times (reported partly by a competitor-affiliated site, so weigh it accordingly). A tight registration workflow is part of operating here.

The 120-day cap and the owner amenity trade-off

No individual can stay in the community more than 120 days per calendar year — this is a vacation-rental community, not a snowbird one — and one in-resort rental site says stays over 30 nights aren't allowed at all (reconcile with the recorded rules before planning mid-term stays). Also: owners who rent out their homes lose personal amenity privileges.

It's a soft, crowded resale market right now

Depending on the feed, 67–102 of the 789 homes were listed in August 2026 — roughly 8–13% of the community — with average days-on-market near 200 and sales at about 96% of ask (average sold price $654,873 over the 12 months through Feb 2025). Buyers have leverage; sellers need sharp pricing and real rental numbers to stand out.

Questions owners and guests actually ask

Do guests get full access to the water park and amenities?
Yes — registered guests get full access to everything during operating hours: the zero-entry resort pool, lazy river, dual water slides, splash pad, hot tub, mini golf, sports courts, fitness center, game room, and the Blue Marlin Grille. No wristbands and no resort fees. Children 14 and under need adult supervision, cabanas are reserved through the front desk (or the Beachy app), and guests report bag checks — no outside food or coolers at the main pool.
What are the clubhouse and pool hours?
The association doesn't publish official hours on its public pages. Guest-facing sites report the clubhouse open roughly 6 AM–8 PM, the pool deck and water park roughly 9 or 10 AM–8 PM, and the Blue Marlin Grille 11 AM–8 PM — treat those as unofficial and confirm with the front desk at 863-438-5950.
Can I rent my home short-term? Do I need anything special?
Yes — Windsor Island was built as a short-term rental community, and you can self-manage or use any property manager. Two association requirements: property managers must file a signed management agreement with the Association, and every owner must hold and renew a Polk County Business Tax Receipt annually — even if only family uses the home. Long-term leasing and living there full-time are also allowed.
Is there a minimum stay? What is the 120-day rule?
The HOA publishes no community-wide minimum stay — minimums are set per listing. On the maximum side, the association's FAQ says an individual cannot stay in the community more than 120 days per calendar year, and one in-resort rental site says stays over 30 nights aren't allowed. Those two claims don't fully line up, so if mid-term stays are part of your plan, reconcile them against the recorded rules before you buy.
How does the gate and guest registration work?
There's a 24-hour manned front gate plus a roving patrol. Every guest must be pre-registered in the Proptia system with names and reservation dates before arrival; everyone 18 and over shows a valid physical photo ID, and anyone not on the registration is denied entry. Guest reviews report 30–45 minute gate backups at peak check-in times, so build registration into your check-in workflow.
What are the parking rules?
Strict, and enforced with towing. Caps include visitors: 50-foot-lot homes max 5 vehicles (2 garage, 2 driveway, 1 street), 40-foot-lot homes max 4, townhomes max 3 in designated areas. No RVs on site, and golf carts are allowed only if licensed and registered — parked in the garage. Guests have reported overnight tows without notice, so spell the rules out in your listing.
What do the HOA dues include?
Per the association's FAQ: professional management, operation of the Aloha Clubhouse and amenities, landscaping and irrigation, daily valet trash and litter pickup, bulk cable TV and internet, and the 24-hour manned gate with roving patrol. Owners handle their own pest control, and utilities and home insurance are not on the association's inclusion list — budget those separately.
How does trash work?
Valet trash runs 7 days a week and is included in the dues. Tied 14-gallon bags go in the designated bin by 9 AM; bins stay at the home and never go to a curb. On checkout days, cleaning crews remove their own trash. Trash issues go to the front desk at 863-438-5950.
Can owners use the amenities if they rent their home out?
Here's the quirk buyers miss: per the association's FAQ, owners who rent out their homes lose personal amenity privileges — the amenity access follows the registered guests. If personal resort use matters to you, weigh that before buying.
Are pets allowed?
The HOA publishes no guest-pet rule that we could find, and most in-resort listings show pets not allowed (a few allow them on request with fees). Owner pet rules live in the HOA documents — confirm them with the association before buying or before marketing a home as pet-friendly.
Do homes get mail delivery?
No — there is no USPS mail delivery to homes at Windsor Island. Packages arrive only via UPS, FedEx, or Amazon delivered direct to the address. Owners typically use a PO box or their home address elsewhere for mail.
How far is Disney?
About 9–10 miles to the Walt Disney World gates from the US-27 / Sand Mine Road side — sources quote drive times from about 10 to 20 minutes depending on traffic. That distance is the main concession versus Windsor Hills (2–3 miles out); the flip side is newer construction and the bigger amenity stack, and the fire-pit area is known for Disney fireworks views.
